They aren't really girls then. Hermaphrodite is the word for it.

Yes, if they were born that way. Hermaphrodite = An individual having the reproductive organs and many of the secondary sex characteristics of both sexes.

well u get hemaphroidiites! they sorta have both... but u cant grow one as far as im aware.. u can get one sewn on!!
hemaphrodittes can start of seeming female but then mens bits can get bigger.. but thats a good as you can get!
