I have a hump you could call it across the top of my but its fat what can i do exercise wise to get rid of it?

You cannot "spot reduce" fat deposits. Each body has places it preferentially deposits fat. The only good solution is a reduction in body fat through gradual weight loss.

Just increase your exercise level and decrease your calorie intake in small amounts until you are losing 1-2 pounds per week. That's a healthy rate of loss that you are likely to then be able to sustain in the long run because (a) you won't lose muscle mass instead of fat -- which deep diets will cause and (b) you'll develop healthy habits over the time it takes to lose that excess fat.

Start with some stretching. Second, try heat or one of those vibrating belt machines to help break it up some. Then you need a low calorie, low fat diet to help minimize it.
