i think it's true for all meats. freezing doesn't kill bacteria, only makes it go dormant for a while. thus, when you thaw it the first time, the bacteria multiplies. you freeze all that bacteria. the second time you thaw it, it multiplies again. millions of times! plus the bacteria has to excrete its waste somewhere, so cooking will kill the bacteria, but won't kill the waste products (thus food poisoning).

You shouldn't do it with any meat actually. If the meat is partially thawed and not fully( you can still see ice crystals), than it should be fine. the reason you don't refreeze it by the way is because there are some types of bacteria that don't die when frozen so that any bacteria on the meat when you refreeze will still be there when you thaw it out again. P.S. this can be very bad when dealing with ground meat, because with ground meat it can be with in the meat also, not just on the outside like with whole cuts.

I've worked in food service for a number of years and I can tell that beef will get freezer burn much faster than chicken. Chicken holds more water in it than beef so it can be placed back in the freezer if covered properly. Beef tends to loose some of its' flavor after being refrozen.

It's not ok to do it with chicken either. If you thawed out some meat and didnt end up using it for whatever reason, cook it anyway and put the cooked meat in the fridge.

You shouldn't do it with any meat. Once frozen meat is thawed, bacteria start to grow on it. Cooking is the only way to kill the bacteria. If you re-freeze it, you don't neccessarily kill the bacteria, just slow it down. And then it has a chance to work it's way into the meat where it's harder to kill and could possibly cause food poisioning.
