1) Relax. Seriously, stress and worry tightens the muscles of the vagina, and can easily tighten then to the point where nothing is getting in. If you're worrying about it hurting, that can cause you to tighten up, which makes it hurt. This can be a viscious cycle. Get very turned on first: having an orgasm or two might help. It also might help if you're on top, so you are in control. One glass of alcohol to help relax you might also help the first time or two (but it's not something you want to rely on regularly).
2) Use lots and lots of lubricant.
3) Buy some dildos in various small sizes and practice with them (by your self or with his help): work your way up to his size.
4) You didn't mention whether you still have an intact hymen, if so things will probably work a lot better once it's broken.
5) If you still cant get it to fit, there are alternatives. For example, from behind, with you lying flat face down with your legs together, using lots of lubricant between your thighs, you should be able to find a position where his penis feels fully enclosed between your thighs (giving him much the same feeling as if it were in your vagina) and the head of it is rubbing against your clitoris (which could actually be nicer for you, depending on what you prefer). This can be a lot of fun for both of you. (Be careful, as with any position where the penis is close to the vagina, unless you take precautions it's perfectly possible to get pregnant or transfer STDs this way, even without penetration.) There are various other positions that work the same sort of way.

just a heads up, girls are made to take every size...it just takes a little longer than expected. think about when a woman gives birth, your giving birth to something the size of a watermelon!! I know it sounds a little weird but there are, I guess you can call them dildos or things that you can insert into the vagina that will "loosen things up a bit". Give it a try it helps, if you force it you can hurt yourself badly, DON'T FORCE IT!

You are doing something wrong. Vaginas can accomdate penises.That's how the human race has continued. Wait until you are ready. Sex is not a necessity when you are so young. You are probably just too nervous.
