This is the second time they have left it in the garage to whine at the top of it's lungs ALL DAY. Granted, it is only one or two days a week, but it is ALL DAY. I can hear it all the way in my house, and I even have the TV turned up to try to drown it out. I know I can't shoot it, although I really really want to at this point. I hate confrontation, because I end up yelling irrational things. How can I gracefully handle this situation?

Since when is my question a "confrontation?" Seems more like you are confronting me for asking a question... but I am not confronting you about it. Only pointing out the obvious.

Do you live 2 houses down from me??? I swear my neighbor also just got a dog that's tied up outside all day long and whines, too!!!

My other friends have suggested I call the SPCA. It may be considered "cruel" to leave a dog in the garage all day long.

If that fails, I'd suggest making a very long recording of the dog, and play it back through a very loud sound system with the speakers aimed at the neighbor's house all night, when they are home trying to sleep.

But you should talk to the neighbors and tell them what the dog is doing when they're not home.

Stand your ground. There is a right/wrong way to do so, but stand your ground.

First off, find out what the animal controls' phone number is, as you'll likely need it.

Also, you didn't say if you lived in a place where you & your neighbor rent or not. If so, in fact, I'd call the landlord first, and in fact maybe have them come out at a time when the puppy is making the noise. That would stand a good chance of solving the problem--and if animals are forbidden, then they're REALLY in trouble.

I would also--maybe prior to all of this--tell your neighbor about the noise. Let them know that it is absolutely a nuisance and that you do have the right to quiet within your space. If they're apologetic and so forth, great--but let them know that while you appreciate their concerns that you WILL be back if you hear anything else.

Too many dog owners think this is no big deal, and worse they think they have some Godly-ordained right to own a dog no matter how annoying it is to the entire world all around them. Nonsense. Your right to quiet takes priority, so stand up for it.

Also, the person who suggested tape-recording the sound and then blasting it--might not be a bad idea, the old "give them a taste of their own medicine." When I had a neighbor in an apartment above me with a last boom-box who had no respect for my desire for quiet, one thing did do the trick--when I acquired speakers for my 100w/channel stereo (again, they just had a boom box) and I would turn it up wide-open whenever they were jamming. They found out real quickly that they had "awoken a sleeping giant" and they "surrendered" very quickly.

Then again, when the landlord learned of this, he sided with them, and said we had to learn to "tolerate annoying noises." He lost our business very fast after that.

Very kindly ask your neighbors to move the puppy to a crate inside the house. Dogs can become accoustom to crates and, with a few blankets and toys, regard their crates as comfy dens.

If your neighbor takes this suggestion, it might cut down on the noise, and it might be what is best for the puppy. Garages can get very hot in the summer and very cold in the winter. It may not be the best place to put a dog.

You can report them to the Human Society or to Animal Control in your area. As the resident, you have the legal right to quiet enjoyment, and it also sounds like they're abusing this dog by leaving it cooped up like this in a garage that is possibly too hot, which is why the dog is whining. If the dog was comfortable, it wouldn't whine, trust me. I used to live in a house with two dogs, and we had a cooling/heating system in the garage just for them. That way, they were in their element regardless of the weather...comfy and QUIET.

You shouldn't want to harm to puppy it's not his fault you should feel sorry for it and try to help it, because a puppy does not cry out like that for no reason. talk to the owners or call your local animal shelter to ask what to do.or go over to the puppy and see if something is wrong with it.maybe it needs water or its to hot or if it's tied up maybe it's to tight.offer help. Kindness goes a long way.

call the police and file a complaint. Forget about being being graceful at this point. they are being cruel to the dog and inconsiderate to their neighbors!

relax, you do not need to shoot the dog.

remember, this is how serial killers start, by being cruel to animals. you may be doing us all a big favor by reporting it.

The best solution would be to politely approach your neighbor and explain to them your concerns. If they dont do anything to fix the problem there is legal president that can be taken but since its your neighbor it should be the last option.

you say you hate confrontation, but you don't mind telling the entire world about your situation. how about telling your neighbor that their dog whines a lot and it bothers you. be nice about it. i doubt they are aweful neighbors that will yell at your or harm you. just tell them. don't be scared.

You report them to animal control. I am sure that you are not the only person who noticed their behavior, which is very cruel to the puppy. Good luck.
