I think we need to make up a word to replace the "blonde" or whatever part of these jokes. Maybe "schmendrick" or something. Some of these jokes are really very funny, but if you lump them onto a given group, they are hurtful instead.
For instance:
Q. Why did the schmendrick stand outside with his wallet open?
A. Because he was waiting for change in the weather.
See, their cute if the ID of the straight man/person is ambiguous!

Your question implies that it IS okay to make fun of some types of groups. It is not okay.
Silence doesn't always imply consent.
Some groups may not have a loud enough voice. Or perhaps a person just doesn't hear that it is not okay.
Sometimes we do things that are not okay because we enjoy it or it's easy to do.

political correctness is horse crap... there i said it... everyone is offended by everything... it used to be that were different venues for different types of behavior and maybe the blurring of those lines resulted in this pc bull that we are now stuck with... in years past (like a 100 years ago when i was young) there was 'polite society conversation', and there was 'mainstream culture' and there was 'boys club or backroom jokes' and now everything is everywhere and you add to that the religious right as a reaction and our litigious society and what you end up with is the inability to tell a simple joke like:
"A blind, encephalitic, albino midget walked in a gay bath house..."

Because it is not politically correct to make jokes about some groups, whereas other groups are fair game. That is probably not nice either.

It NEVER is okay to make fun of any group of people, nor any individual either...
There are guidelines for this forum or I could say things that would make you cringe and then you'd know what it feels like .

I think it depends on the actual persecution of the group. It's not funny to make fun of black people, because most people who do so are racist and would like to take their rights away, etc.
It's funny to make fun of blondes because no one is actually persecuting blondes.

actually its rude to make fun of anyone. just because people like to tell blonde, gay , or fat jokes doesn't make them any less hurtful to the people insulted. the old adage if you can't say something nice keep your mouth shut applies here.
