If you're in the US, the only requirements to join the Foreign Service (the US diplomatic corps) is to be a high school graduate, be a US citizen on the day your're sworn in, pass the foreign service exam, and be able to get a top secret security clearance.
You don't need to speak a foreign language; they teach you the ones you need, as you need them. You don't need to study foreign relations, political science, economics, or anything like that, unless the subject interests you. Foreign service officers come from all kinds of backgrounds and all kinds of educations, all over the US. Some join right out of college, others in their 30's and 40's.
The foreign service exam is very, very tough. On the other hand, you can take it more than once if you fail the first time. (I passed on the first try - shameless bragging - and have been a diplomat for 21 years.)

Study International Studies, International Relations or Foreign Diplomacy since you are in Telecommunications,
Learn the French or English languages because these are the principal languages in foreign affairs, and
Apply for a position of Foreign Affairs Officer and you should pass the examinations.

If you are thinking of becoming an Ambassador you will need to raise about $1,000,000 for the candidate who wins the White House. If you simply want to work for an Ambassador you will need to pass a Civil Service Exam specifically aimed at Foreign Service and put in your application. It will probably be helpful if you speak more than one language fluently.

get a degree in politics then get hire by the government then work your way up as a diplomatic assistant then your next in line.
