West Virginia is beautiful, if you don't mind the fact that all of the picturesque mountains have been cut in half to mine coal, and the place is becoming polluted by all the waste runoff.

Seriously though, if you are looking for "cool" weather in terms of temperature, I might recommend a place like New Hampshire, where there are very favorable tax breaks, and you have close proximity to Boston.

For temperate weather, if you are willing to look internationally, I would recommend Greece. The weather is nice all year, the people are friendly, it's affordable, and there is a lot to do. Many retired Americans take sightseeing tours there, so why not retire there?

Domestically, I would recommend the tri-state area around Lake Tahoe. The outskirts of Sacramento and Reno are affordable, pretty warm year round, and Nevada has no income tax.

The mountains of West Virgina (I'm serious!)
Costs are low and the nature is beautiful. There are also a lot of state parks and it is a cool 60-80 degrees in the summer. It snows in the winter, but it is so beautiful that you won't want to leave. The population is low, but many visitors come for skiing and camping.

You can go to Oaxaca, México, best weather, and cheap, houses are cheaper in the outside of the city, and is almost always sunny.
Oaxaca have a lot of atractions like culture and gastronomical things.

Cool weather all year? I have no clue, but if you want 4 distinct seasons, Kentucky is very nice, and reasonably priced if you stay away from the major metro areas.

Turkey positively, ideally in previous due August - early September. the each man or woman is extremely pleasant, the foodstuff is tremendous, with a lot of eating places to coose from, some very thrilling places to visit. i stumbled on it to be the most thrilling vacation I surely have ever had.

oregon. live near the washington border so you could have no sales tax when you purchase items in washington and cheap property tax in oregon
