say for instance if you bought a car in ireland because you came home for about 3months of the year??would you have to get an irish licence to get insured?

There is no reason I can think of why you could not drive temporarily in ireland on an american licence but if you intended to ever stay you would need to resit the driving test as an american licence is not "upgradeable" to be used over unlike the other EU countries and several others

If you were living there and only came back to the USA for three months, I'd say you'd have to get an Irish license to get insure, but I'm not sure. Go to the local licensing department or to the place where you can ask someone that knows the answer.

if you are considered a resident there, i beleive so, check with your insurance provider about out of country insurance.

no, you need an international license at the least. you can get them at your local DMV
