Most firefighters do not care if they are addressed by their rank by the public. However MOST firefighters will address each other by rank. I have been involved in the fire service for over 22 years. And have NEVER encountered a department that did not use the rank system. Chief,Deputy Chief/AssistantChief,Captain,Lieutenant. Chief officers are almost always addressed by their firefighters, and other departments by their rank.
The fire service no matter if paid or volunteer is based heavily on tradition. So to address officers of the department by their rank and the rest by their given name.

Most fire-fighters are not the "formal" type of person. They are ever day guys who are talkative and like people. I would just say hello to them when you see them. Call them by their first name.

Some fire departments have different ranks just like the military and police departments. (Sargent, lieutenant, etc.) However, that is on a department by department basis. All areas do not have the ranking system, so most do not expect to be referred to in that way.

Not officially, but I doubt there is a single firefighter on the planet who would take offense to being called "Firefighter (fill in the last name)", just like police officers don't take offense to being called "Officer (fill in the last name)"
