Nothing human, he would reincarnate as something horrible like a dung beetle or bacteria.

Hmmm...that's a good question!! I'm not sure, but if there's any justice in karma, he'll come back as an unemployed disabled veteran who lives in poverty because the government lost mysteriously lost his file and then turned their backs on him, leaving him without assistance, means to support himself, or power of voice. That wouldn't be a "lower being" as the concept of reincarnation suggests, but it sure would teach him a few things he doesn't currenlty seem to know!
Just an idea. (cross your fingers!)

George Bush won't come back as anything. He's the Anti-christ and will reign in hell next to Hitler and Stallin because he's pure unadulterated evil.

He'll come back as an Iraqi if we're still there. If not then he will come back as a citizen of which ever country we're in war with, so he can experience the U.S. at war
