It doesn't matter what state you're in, the rules are the same everywhere in the USA.

According to FAR 61.103, you need to be 17 to get a Private Pilot license for aircraft other than gliders and balloons. (16 for those).

You can take flight instruction at any age, but to get a Student Pilot certificate which allows you to fly solo, you need to be 16 years old (14 for gliders and balloons).

Your 17th birthday....
Unless you want to be a glider pilot, then it's age 16.
(You can solo an aircraft at age 16 and a glider at age 14 though.)
And that is for any of the United States, not just California.
