How old are you? At 13 you are so totally not a late bloomer. If you wind up18 or 19 with no boyfriend then you could be considered a late bloomer - but there is nothing wrong with that either.
People learn and grow at different rates in different areas. There is no reason why you should do things when others do, right?
If you really want a boyfriend, there are things you can do. If you believe Louise Hay (and I most emphatically do) you will know that you are the creative power in your life and that you have the power to affect your life and circumstances in ways that you want.
What you would need to do is clearly think about and visualize exactly what you want. Imagine you sitting with a boy that you are clearly dating, happily laughing. You don't have to see his face, but you want a good looking boy, a little taller than you, who has maybe had a girlfriend before (so he know's what to do and how to act), that will walk you home from school and go roller skating with you on friday nights - or whatever it is that you want. Never dwell upon the negative - only think about what you want (don't think "I will never get a boyfriend" think "a great relationship is manifesting in my life"
Do this at least once (better 3-5 times) per day as vividly as you can - like when you go to bed at night, wake up in the morning and while you are in the shower or something, or prayer time at meals, anytime. If you do it faithfully, you will see results soon.

No, it's not bad to have never had a boyfriend. I don't know if you are a late bloomer, since I don't know how old you are. However, don't think you have to rush into things just because everyone else is.

i dont. i didnt have a boyfriend until i was 20.
sure i dated guys but nothing serious.
i was too independent. and i figured that i needed to get to know who i was, and who i wanted to be first. i felt that i needed to be 100% comfortable and happy with who i was before i could expect anyone else to be attracted to me.
dont do anything until you're ready. dont feel pressured just because everyone else is doing whatever.
be your own person, do your own thing. in the end everyone will respect you a hell of a lot more for it. and most importantly you'll have self-respect.

no thats not bad i know tons of people whove never had a bf and there normal!! in fact one of my best friends never had a bf and one day jsut found the rite guy.

But if your 12, then it's good.
