Reincarnation allows for individuals to marry animals if the person/union is given the blessings of the local community.
Not sure what other countries, but Hindu religious societies are a good place to look.

I don't know where you can get married to an animal, but Bestiality is legal in Washington, Sweden and the Netherlands according to the internet. The big question is why? Why? WHY?
