I'm presuming that you are American and he is not, is that right?
You must either petition for him as your fiance and marry him as soon as he arrives in the US, or marry him and petition for him. Here are both processes:

He will NOT become a citizen through marrying you. He can become a citizen after years of being a permanent resident, and then applying for naturalization:

NO...you can NOT just marry him...they do not allow that anymore.
You need to go to www.bcis.com and start there...its the only LEGAL way to do it
