If by "the line" you're referring to the cell grid borders, I think the answer is no. All data (numbers, text, lines, etc) contained within cells must be...within the cells.

Objects, on the other hand, can be placed anywhere, because they aren't data and aren't contained within cells. Objects are typically pictures, but there's a wide latitude with respect to what they can consist of. You could place a line object wherever you wanted, for instance. If this sounds like the way to go, turn on the "Drawing" toolbar (View/Toolbars/Drawing) and have a go...

What you might consider doing, for the effect it appears that you want, is formatting your data (numbers and lines) the way you want it and then turning off the cell's gridlines. You can do this from the menubar by choosing Tools/Options/View and in the first column under Window Options (of the "View" tab), uncheck the "Gridlines" checkbox.

Another alternative (your question wasn't really clear to me) would be playing with the formatting of a particular cell or range of cells via the Format/Cells/Alignment page.

Your question is unclear, but Excel is very versatile in lining up text and numbers, so I'm guessing the answer is yes.

Judging from your example, do this:
1) Type the number
2) Type a hyphen as many as you want
3) Then Left click on the following:
Format
Cells
Alignment
Vertical
Center

What? I can't really make much sense of your question, but if you're talking about what I *think* you are, then you can't -- those lines are denoting the edges of the cells and therefore they have to border your text, not be inline with it.
