Sometimes you have to keep moving the box around to different places. Some cats just don't like the spot for may reasons. I think if you try some different locations she may start using it.
Also try getting a 2nd litterbox because you mentioned she still doesn't use the box when you put it in the dining room. Even though she gets along with your other cat, she may not want to use the same litterbox.
For goodness sakes, don't put her outside like one of the persons said!

If the other cat is a male, that might be your problem. Girl Cats usually don't like the smell of a Male Cat (even if they are fixed).
I have two males and a female, and mine pees on the floor somewhere around the litter box, but not in it.
I heard that getting the cat fixed might help.
You can also try to give her her very own litter box and lock it away from the male.

First things first...make sure you take it to the vet, to check for any serious urinary problems...if all is good then..
Cleanliness is next to godliness when it comes to most cats. And although you may be keeping the box clean to your and your other cats standards, the new cat is not enjoying it. The best solution is to give a seperate litter box just for her. Or try one of those automatic ones that cleans out in between each and every bathroom break by your kitty.

Keep taking her to the litter box and hold onto her front legs and move them towards her in the litter in a scratching movement. So that she can get the feeling of scratching in it. I have been in the same situation before. I had a cat that just refused to use the box. If nothing helps or works, contact a vet to see if they have any suggestions.
good luck

she may not like the litter you have chosen. pick one that was used for her in the first place. and make sure the litter box is cleaned out a lot. i have a cat that often will poop right outside of the litter box when he doesnt like it's condition.
also, wherever the cat is marking you can try laying those clear rubber mats that have the points underneath to keep them in place. they are like the runners our grandparents used to use to protect their carpets. (home depot or lowes should have them). place it all over the area the cat is using, BUT place it with the little pointy side facing up. the cat will not like how it hurts the pads of its feet and it will dter them from even walking there.

get another litter box, and thenext time kitty goes under the table, clean it up with a paper towel put the towel in the new litter box.
hopefully kitty will go where she smells the paper towel( which marks the box as hers to use...) some times kitties don't share litter boxes welll
former owner of two cats....

Sometimes cats have a prob sharing a litter box, its a dominating thing with them. You should probably have 2 of them, and then keep them scooped out always, and then see what happens.
Good luck & be patient, cats really are clean animals, but, ya gotta learn each ones personality.

Is the muddle field sparkling? if you're waiting an afternoon or 2 between cleanings that ought to correctly be why. i attempt to scoop 2x an afternoon for 3 days on the third day i regulate the muddle, that way not purely is it sparkling and sparkling for my cats, even if it would not stink up the domicile. in basic terms keep operating at the same time with her. If she poops interior the floor, take the poop to the muddle field and drop it in. p.c.. up the cat and take her to the muddle field, set her in it. in basic terms keep operating at the same time with her, each sometimes it takes a touch time to benefit.... (I have 2 muddle bins/2 cats they are going to purely use the significant one, the different has sat there for months with unused muddle in it... cats are humorous...they do what they prefer) sturdy success, wish this helps.

Has anything changed in your house? A new family member or pet? Is anyone away or has anyone been traveling? It sounds like your cat may be upset about something, and this is how she is reacting to a change in the household.
