A guy who makes handmade roosters for people that like to hire hookers? Either that or;
Toilet attendants that beat you off after you're done peeing, or before you pee, whatever you like? Although I hear those john handcocks charge a bit more Just in CASE you pee on them while they are beating you off... Hazard tax or something?

I see where you are going with this but please consider the fact that cock is also a verb meaning to pull back on as in cock a gun or canon. It is also a nick name for a rooster. This being said, he could have been the guy who ****** the canon by hand after the other guy loaded in the canon ball and powder. He could have also been the guy who hands roosters to patrons in the local market.
