Spots close to the skin are bruises, while not harmful I wouldn't suggest eating them.
Brown lines or hollows are the result of too little water. It's Called hollowheart and a certain amount is allowable by US standards.
The green on the skin is slightly toxic, caused by exposure to sunlight and if you eat a large amount of it, you can get sick.

You can take them back, show them to the store manager and ask for a replacement. Ask for a different grower label.

One rotten one can make the whole bag rotten if left but if the rest are still firm they are perfectly all right to eat. If any of the goo from the rotten one got on any of the others wash it off and let them sit out to dry. Leave it on and they will start to rot too. We grow enough potatoes to do us for the winter and this happens occasionally and if it hasn't killed us or made us sick in over 30 years it won't hurt you either

That's the blight that devastated Ireland - the potato blight. Most potatoes are blight resistant these days, but occasionally you still get one that shows signs of the rot. Just cut away the bad spots; you can safely save the unaffected part of the potato and cook it up with other, unaffected potatoes.

NO. Take them back and exchange them or get your money back. You've got rotton potatoes. Also check to see if the "eye" are really long. That's another sign that your potatoes are bad. A few "bruised" spots are normal though.

If you live by yourself and you purchase ten pounds of potatoes you have the problem of keeping potatoes fresh.I use canned potatoes.

Yes, I have found that they are, but they are easy to remove with a peeler; cut around it like your coring a tomato or apple, and they come right out.
