cause they are not ..regular humans being..they .. consider them selves...above any law....
and ..its not in isreal...habbit of ever apologozing...to any one.....they are one bunch of arrogant SOBs

why should they apologize. it happens all the time. they infiltrated the u.s. as well as other countries.

all countries do this, trust me. just when they get caught it is usually handled quietly on a "gentlemanly" basis. in rare cases someone may be P.N.G.ed, (persona non gratis) and be removed from a country.

but if we were to jail or execute these spies, then their parent countries would do the same to ours.

information gathering is really a gentleman's/gentlewoman's sport.
