I guess the 911 operator was asking was he dead or not, thats what she meant by make sure he's dead. So he shot him a couple more times to make sure.

I get it...its just not very funny.....why would the 911 operator want to "MAKE SURE" the guy was dead?....they never say..."make sure he's dead"...sorry, just not very funny.
