like i know clergy, and judges but is there anyone else who could legally serve as a wedding officiant/ legally be able to sign your marriage liscence?

Anyone who is legally ordained and/or licensed to marry people by the state where the wedding will take place is authorized to perform a wedding ceremony.

Anyone can become an ordained minister. In fact, you can do so in a matter of minutes through a number of websites.

You can actually have anyone perform a wedding ceremony without being ordained in any religious way. You can go through the city/county and get permission to perform one wedding on one day. It's actually not that hard to do!

In my town a Constable (who is not a Judge, but more like a Sheriff) can perform civil ceremonies. He also serves subpoenas and other legal documents on people. It is probably different for every state.

In some states (like Florida) a notary can preform the ceremony and sign the marriage license.

The mayor might be allowed to, I know in my town he / she is. Also, a minister, a deacon, a priest, Justice of the peace.
