When I worked in a preschool we actually had a lesson in the very beginning of the year about how to be good listeners. We had a poster that described the steps and when someone wasn't being a good listener we could use the visual as well as a verbal reminder. Remember, kids learn by example so make sure that you are being a good listener for them.

i would try to use more pictures, walking around, show and tell, props, interaction, than having the kids sit down and listen to you.
children have an attention in minutes equal to about their age, so youll have to mix it up, or change ways of instructing/teaching as you go.
verbally you could say their names as you go and ask directive questions as you go like "timmy, what color is the fire engine" or "jenny, how many snails are in the aquarium" but obviously more attuned to what you are doing. make it more of a group conversation including everyone, or atleast make everyone feel like they could be called next to answer or input.
whatever will interest the topic or make it more fun. thats why kids who otherwise dont like school will learn a hundred statistics on baseball players or how to take apart an engine... because theyll learn/pay attention if it is interesting to them

try showing him some movies or cartoons or good tv shows it improves his listening and he will get environmental clues
also read him a story at night and act out something words
it builds interest
whatever u make him listen make sure its interesting and fun otherwise the whole process has an adverse effect
other examples are
music radio real life conversation

try associating the topic with something that iterests him/her. such as if your talking about numbers and he likes cars, tell him to count cars or airplanes or whatever. that always works for mine.
