Get some paper, cut in half lengthwise, roll into a cone, then use sugarwater to glue the flap, ta-da! cotton candy cone!

That's a great question...and I had wondered that myself so I did a search and this is what I found out!

Cotton candy is one of those amazing foods that makes no sense until you know the secret. There is no way to produce cotton candy without special equipment, but if you have the equipment, it is incredibly easy!

Cotton candy is nothing but pure sugar. To make the sugar "cottony," you need four things:

Heat to melt the sugar and turn it into a liquid
A set of very small holes that the liquid sugar can flow through to form threads of sugar
A spinning head that slings the liquid sugar outward so it is forced through the holes
A bowl to catch the threads
The head contains the heater to melt the sugar and make it liquid. Then, by spinning the head, the cotton candy machine forces the liquid sugar out through tiny holes in the head. The instant the thin threads of sugar hit the air, they cool and re-solidify, so in the bowl of the machine a web of sugar threads develops. The web is easily collected on a paper cone.

If you mix water with cotton candy it instantly dissolves, and you can see that it's nothing but a tablespoon or two of sugar filling the entire bag. It's amazing how much you can charge for sugar, air and a little coloring!

Most cones are made from a half circle folded or rolled with the center or point at the bottom. Use a firm paper or flexible cardboard. When you figure out how to make cotton candy without a machine plz post it...

Form a piece of paper into a cone and glue it closed. Then buy a cotton candy machine. Read the instructions and get started.

They are made out of paper. Shape it into a cone. Make it stick. When you stick the cone inside the cotton candy machine. it swirls around and the candy sticks to the cone and builds up.

I have seen some sugar and colour put into a grinder, which is heated. Cotton candy cone will be formed on the stick put on the running grinder.
But, don't try this! Better to get one from the vendor, as I am always doing.

You need a ice cream cone and out cotton candy and plear it so the inside is empty and take it out.

putting some sugar, pink sweetener (they sell it in the market) and duryea on a wheeter pan, heat and wait some seconds. Have a wood or paper stick retrieving the stuck mixture from the pan and turn it over until you have a whole cotton candy cone. Wheeter pans are hard to find, you might find one at xtra.
