Go to the shelters in your area. Fill out an adoption application and where it asks 'what dog are you applying for' write a description of what your are interested in. Many shelters will process your application and put it into a file of pre-approved adopters. Then when small breed puppies come into the shelter they will call you and you will get first pick because you were pre-approved. In many shelters puppies are the fastest movers, this means that if you just go on your own once a month you will not see the number of litters that get dropped off regularly. Having the shelter workers on the lookout for you is the best way to go.

Small breed puppies will be hard to find free or cheap. Small breeds are popular right now. Try a rescue organization of some of the breeds you like, sometimes they will rescue a preganant dog.

Check your local classifieds in the 'Pets' or the 'Free' section. There's always somebody with a litter looking for a home for them and all too often, if no-one takes them, they will wind up at a shelter. Ask your local friends if they know anyone looking to get rid of some baby dogs, too.

check the paper or just drive around local pet stores and see if anyone is willing to sell pups for free. i have seen a lot.
