1.You normally do vegetative propagation,ie, you plant a stem cutting of a plant having seedless grapes or you can attach a grapebud to the cut bark of another plant of similar species (Bud Grafting).
2.There is also another way, a special solution is taken into which the grapes are soaked. After some weeks, you'll see that the grapes have become seedless.

You don't plant anything. Grapes of all species are vines, and vines can be spread by cutting. As a vine grows, it sends out shoots which take root as they are in contact with the ground, and may be cut from the original vine and replanted elsewhere. This is how you get new seedless vines.

Seedlessness may also be attempted by grafting a cutting of a seedless vine into a normal vine, though this is likely to produce some form of hybrid. It's also a lot harder to do effectively.

Seedless grapes are grafted from a seeded grape vine and an existing seedless grape vine.

You just plant the vine that's pre grafted.
