Linux is free! (all major distributions that is..). If you're looking for a small one (and good of course) try damnsmalllinux (it's only 50 Mb). Other distributions can be found at distrowatch

Most linux operating systems are quite large to download. A small one is called Damn Small Linux and is available from http://www.damnsmalllinux.org/

Since you are wanting to be able to run it from your CD-Rom drive, I would suggest Knoppix CD version, from linux.org
However, since you are on dialup, you aren't going to be able to download it. You will have to use this: http://www.bittorrent.com/index.html which will let you take the week or 10 days it will require to download it with dialup.

Since you are on dial-up, I'd suggest Ubuntu. Ubuntu will send you free CDs with their distro, which is also aimed at newbies.

First of all, 99.9% of linux distributions are free. (probably red hat is the only one you pay for) For example, I would recommend Knoppix (http://www.knoppix.org/)

Goto the Distro section for a LONG list

Many are now available as Torrents for faster downloading.
