Muzzles I've seen would seem to prevent the dog from panting and cooling off. Anyone have a recommendation or a website for a specific product?

I do not like the idea of a muzzle, but in some areas, it is required by law

I've seen some made of metal that allowed the dog to pant. My thing is, if they want to drink water, how will they?

Using a Halti or Gentle Leaderb for walking the dog works well, and it allows them to pant but can be used as a muzzle if you tighten the nose band...but it is only for walks. Technically they are not muzzles but can be used to act as a muzzle during walks when you need to stop the dog from barking or trying to bite another dog, really that is all you want anyway in a muzzle is to be able to turn it on and off so the dog can pant.

Most muzzles are made to prevent biting.
There are leashes that connect to a head collar, that wraps around the snout, but the dog is still able to open their mouth. It's just for more direct control and less pressure on the neck, while walking.
