Yes. The Scripture refers to a state of seperation from God called "reprobation". This condition is caused by the repeated discrediting or refusal to hear and obey the truth when it's preached in the fullness of it's intent. A person who has been "reprobated" by God, has no more communion with Him and is therefore unable to have spiritual communion with Him. He rejects the worship of such people because He views it as "lukewarm" or being given "with lipservice as menpleasers" as the Scripture speaks of.

God does not put any one in a difficult situation that will not allow you to serve him.
The Bible book of James tells us that when we are being tried we should not say that God is trying us because with evil things God cannot be tried neither did he tried anyone. Therefore it is not God that puts us in such circumstances but his enemy Satan the Devil.
The Bible book of Ecclesiastics also tells us that time and chance happens to us all, therefore we may be because of lack of foreknowledge at the wrong place at any time, that does not mean that God placed us at that position.

Each person is responsible for themselves. We start out in life following many other people...parents, teachers, coaches, etc....there comes a time to decide for self - do you want to worship God? The position in life is personal responsibility.

Did you mean "god" with a small "g" as a vague deity or "God" with a capital "G" as in the one, true, living God?

Our answers would vary depending on which idea you had in mind.

Yes, if you believe that he exists (which I don't), he calls who he wants, and ignores those he's not interested in.
