Norway, but only if it is a big city like Oslo or Bergen, otherwise you will be bored to death. Also take in consideration that during winters, the light time is around 4 hours per day.

And about racism that was mentioned above, in Germany they do have more immigrants so they are more used to, but they are also racists (where do you think skinheads come from). You will be the "different" one in Norway, just because they don't know many immigrants. They do have a big problem with immigrants that don't work and live off the welfare system

Hmm... interesting question. I think you first have to adress economy and how easy is it to get a well paid job etc to have money to enjoy. Then socially i hear that Norweigans are more chilled out than Germans and Scandanavians are renowned for their friendliness. So gof Norway! However could you handle the winter with the four months or so of darkness?? If you say Germany then head south to Bavaria (Munich) its beautiful and warmer!

Germany, Norway is definitely racistic. I lived in Germany so i know better... In Germany as an foreigner you can easily get "lost" in the crowd...

Norway is cold. I don't like cold.
Some places in Germany are relatively warm. Plus, the Autobahn has long stretches of no speed limit highway.

I've lived in both ... and both have merit .. however, I would say Norway ... if you don't mind the cold wet winters ....
