I always think the best time to exercise is when you are able to. There are some advantages to working out in the morning -- namely are fresh, you kick off your metabolism, the gym is usually quieter and you are more likely to stick to it. Some of the downside is that you aren't 100% awake yet and haven't gotten loose.
As far as eating before working out. My plan for working out in the morning is basically a whey protein shake if I am doing weights. If I am swimming / running, perhaps a very light carb bar and / or a glass of gatorade. Just enough to get some glucose in my system.
I ALWAYS eat after working out. After working out, you'll want to replenish your energy stores. In addition, your body has about an hour window where it can best utilize carbs / protein to repair itself.

Everyone has their preferred time to exercise, but mornings are a good time overall because it helps you burn calories at a higher rate through the entire day.
Breakfast is a definate must before working out, but be sure to wait about 30 before you begin your workout. Eat a quality meal like oatmeal, yogurt and a banana. This way you will have the energy to supply the body with before you workout. After your workout, a protien shake, or a small healthy snack is also a good idea. Drink plenty of water too.
If you are trying to lose weight along with your exercise, then eat breakfast like a king, and dinner like a pauper.

Well, it depends on what you do. I find that I need a little snack before my workout because if not I tend to black out. So I take a granola bar about half and hour before.
After the workout usually I'm too beat to eat anything. But maybe after about an hour or so I'd have another light breakfast.
It really depends on you. Listen to your body, but just don't overload it. Don't push yourself too much while working out, and don't over eat before or after. Less is more.

Don't' eat for at least an hour before exercising or the body will be too busy digesting and not get the full benefit of the exercise. Make sure you eat protein after-wards.

Before. At least have some orange juice or a piece of fruit. You will have more energy and a higher metabolism to get a better workout.

It depends on what time you want to excercise.
You can always have a light breakfast and go for your excercise an hour later. Of you can choose to excercise first. I don't think it matters whether you have your breakfast before or after excercising.
