My friend's mother has worn tights every day of her adult life (she's in her 70s now) and has no hairs on her legs. She believes it's the nylon rubbing the hairs away. Don't know how this helps but thought it was interesting.

From what I understand from friends who are in the hairdressing/beauty business, if you remove a hair by plucking OR waxing and it bleeds, you've destroyed the follicle and that hair will never grow back. I'm not sure how an epilator works but if it rips out the whole hair and occasionally makes you bleed, should work the same way.

Yeah it will eventually because after plucking an area for a long period of time it damages the folical and hair doesn't grow properly in that spot.
