It will ruin her hair, she's too young and she will pay the price when she is older.

Don't let her dye it she should be atleast 14. She will not be happy with it even if she complains. Have her use something that washes out with in 8-12 shampoos or 20-28 shampoos ( get at the drugstore). That way she won't have to wait till her roots grow out

The one down side is having to do touch ups, but also what will happen her natural hair will tend to grow in darker, I agree with others that 11 is to young, but there are wash out colors that will give you something different, and slowly fade out, in a few months, (be careful if you are blonde going darker because as it fades the color looks real crappy)

as long as you dont use bleach the hair will be fine make sure you use a good conditioner afterwards
Before dyeing it do a test on her wrist with the dye if it irratates after 5 minutes dont use dye on her

I wouldn't do what hairdressers call a "one process" which means coloring all the hair, one color.

I would compromise with her and tell her she can do highlights. I have seen girls her age with a few chunky highlights and it looks really cute.

I would also do a patch test on the her arm, just to make sure she isn't allergic.

other safer options :
*squirt some lemon juice in her hair and sit her out in the sun, natural way of putting some blonde streaks in. or
*streak some pieces of hair with food dye, my daughter of age 8 did that herself, with red food dye, i was shocked, but it didnt look half bad. and it stayed in for a few months.

she will be fine, you should only not dye yourh air when pregnant or under 5 years old. My friend's daughter is always changing her hair color and it always looks good.

Please i suggest u wait a couple years because she will have to keep gettin touch ups etc and that will dry it out alot be4 she is lik 16 i dont think u should
