They have requested no gifts so most people will give them cheques, but I want to get the a present any ideas?

I think that you could really go in two directions here. The first is a gift that is really for your sister. You could make her a photo album or a scrapbook, and get pictures that either you have or that your parents have of the two of you. Something heartfelt and very personal like that would probably be very appreciated. Anything that has meaning to both you and her.
Or, if you are looking for a gift that both of them can enjoy, you could get them something for around the house that would appeal to them - for example if they love Italian food you could get them a pasta maker, or if they eat a lot of Japanese food you could get them a bamboo sushi roller and some chopsticks.
It also helps if you know the reason they are asking for no gifts. If they already have a house or apartment full of stuff they might not want anything bulky so keep that in mind.
Actually one other idea would be to get them/her a really nice spa bathrobe or plush slippers. You can get them monogrammed or whatnot, and if you find something high quality it will be just so luxurious, I think they'll love it. Good luck!

This is difficult as you haven't mentioned how much you wish to spend. Does your sister have any specific interests ? For instance if she loves to cook why not give her a really good cook book. A 2 man tent would be another great idea, they will be able to go on crazy camping trips which no doubt will keep the romance alive in their marriage.
The most special thing you could do is to sponser a child from the Third World, you pay an annual/monthly subscription, you are then allocated a child who writes to you and keeps you informed of their progress. On future anniversaries they could holiday in the country where the child lives and visit their very special child.

As she is your sister and presumably you are reasonably close, sit her down and explain that you want to get her somenthing special, that she will like/use/appreciate and although you understand most people will be giving he vouchers/cheques could she give you some idea of something special that she and her new husband will treasure for years to come.
My close family did that for me when I got married and I still use most of the gifts to this day.

How about a photo album full of pictures of your family, you know all the baby ones and the tiny tot ones right up to her engagement ones and leave a few spare pages for her to put a few wedding pictures in, memories will be made on her wedding day so add a few more off your own in a lovely album for her.

A beautiful bracelet or ankelet she can wear on her wedding day.
Or perhaps gift certificate to their photographer to use to help with the costs or for future photo needs, if they are building or remodeling, perhaps gift certificate to home builders merchants.
Or how about a night or two to a bed and breakfast inn they can use on their wedding night?
The possibilities are endless, either way it'll be creative and it'll always be appreciated.

go to crazy gifts and things. get them some interesting things to try out on their wedding night. this way it's not a gift, but a romantic adventure.

Give the something personal. Like an engraved picture frame to put their wedding picture in, just give them something personal that they wouldn't get for themselves that they can have forever.
