Usually yes.
Have a veterinarian examine him first (to make sure there are no major medical conditions that would put him at risk under anesthesia)...then I would do some pre-surgical bloodwork.
I have worked at a few vet clinics, and most offer this to clients (either included in the cost of the surgery or as an option. Do this bloodwork - it will tell you and the doctor how all the main organs dealing with metabolizing anesthesia are working, and may uncover any underlying medical issues BEFORE surgery).
Also, many veterinarians use a different anesthetic protocol on the older animals - so I would say if you vet gives your dog a clean bill of health - go ahead with the surgery, but understand there is always minimal risk with any age animal.

Neutering should be OK for an older dog, the risk is the anaesthetic, but if your dog has no other medical conditions it should be fine. If you're doing it for reasons of behaviour, neutering at an older age often does not have an effect on aggression, etc.

Yes, a dog can be neutered at any age. However be careful with how you care for your dog after the surgery. It is very hot outside and wounds attract flies, so I would keep the dog inside until he heals.

Yeah its safe for an older dog, but is waaaay more painful than when nutering a younger dog. It won't take away his "humping" completely, if that's what you are doing it for.

Yes it is safe.
the vet may want to do a blood pannel before surgery. That tells them how well the animal can handle the anestesia.

i think it is!! i neutered my dog when he was 5 years old. he did gain weight after wards.
