The law in the UK divides weapons into several caturages. Sorry I can remember them all but a fresh cream chocolate eclair could come under two of them (as does pretty mush anything).
One is adapted and the other is protenal (I think)

A handfull of sand can be a weapon, a wet noodle can be a weapon,a water balloon, the define point is if it is used as a weapon.One can threaten another with a word, so yes, a physicall object of any matter that is used Offensively is by definition an Offensive Weapon.
