If you are in the UK some mobile networks offer this service free... or use to.
Try O2, Orange, Vodafone websites. I think Lycos website use to offer this service free. I will stand corrected on this as its been a while since I used this service.
I use to use this service, but it use to take longer for the reciever to get their texts.

You do not get charged for texing on the pc, it is your cell carrier who charges you for the messages received.
