Use whatever medium you're comfortable with - anything can be reproduced. The most popular for children's books are watercolour, inks, gouache, coloured pencil or pastel - but any medium will work. What's more important is that you choose a medium that most represents the feeling you want to convey.

You question isn't distinct.
Do you mean you want to color illustrations that you drew yourself, or you have a picture book that has illustrations and you want to color them?
Two common methods of making illustrations for a book and then coloring them is to:
Make line drawings with a pen and dense black ink, then use a water color paint brush with water colors and paint inside the lines. Get the paint, brushes and pens in an art and craft store, not in a cheap place like Wal-Mart.
A more subtle way is to do a 'wash' that requires special paper that will not soak up the water or get 'bumpy' from the wetness.
The art store will explain 'wash' to you. It is a too lengthily explanation to do in this format.
