they could just be freckles!!!
wear sunblock or knee high sox, and see if that helps!!!

You don`t say how old you are,they could be freckles or they could be burst blood vessels under the skin,either way if you are worried ,you should see your doctor.

You can skin lightener for that at the drug store.
