we'd been getting on thesame metro line for a long time but we never talked then friday nite i was on the way home, just a few meters from my house he drove past me then frantically flagged me down ,parked just as soon as he could and ran across the road to where i was still standing, asked me to attend his cousins birthday party with him but i had another date so i declined and that's when he asked for my no for a possible drink with him,now i dont know what to do as he hasnt been in touch.

If he made all that effort to get your number then i would assume that he really does like you, he is maybe nervous and is trying to pluck the courage to phone you.
How long has it been since you gave him your number? Men and women are completely different, a woman would probably call within a couple of days whereas a man will take at least a week, maybe more.
If you don't hear from him then just leave it at that and next time you see him wait for him to come to you, that way you know he is making an effort to try to get to know you.
If he doesn't then move on, while you are waiting on this guy you might miss out on the perfect guy.
