guilt is an affective state in which one experiences conflict at having done something one believes one should not have done.
It gives rise to a feeling that does not go away easily, driven by conscience.

from your own personal moral being, hence why those without a moral being have no no remorse, or "guilt"

(this is from an Athiests standpoint, and this gets into things i choose not to talk about, so you will probably get answers in that direction)
