No one in hell put God in charge. If you will read the Bible starting on page one you will find that God created everything. Lucifer(Satan) was Gods most beautiful angel, he got too full of himself and decided that he wanted to be God or at least equal to God so God cast him and his legion of angelic followers(now demons) out of heaven. I would imagine that's when hell was formed. But since the created can have no control over the Creator then the answer is no one in Hell put God in charge of anything.

That is the premise on which things are based ...that God is incharge...you are not supposed to ask question like " Who made God "," Who made god incharge"
if you ask these questions ...you will come up with some irrational explanations ...these are the holy assumptions which should not be questioned for religion to work !
It is the same in science as you are not supposed to ask what exactly is charge or mass ...you know what is the properties of a particle having charge or mass but ...what exactly IS charge & mass ...which give rise to forces ....you don't know
