o.k , so I've liked this guy for ages and me and my friends are convinced he likes me , but he is just so shy , he tries his best not to show that he does, I asked him out but he said that he wouldn't be able to date me because of the position he is in (work), but I always see him looking at me and looks upset if I ignore him and I dont think he really cares so much about his work , how can I get him to not be so shy and ask me out , I dont want to scare him off but it's been going on for ages, it's ridiculous!

It's up to you to wait him out. You've showed your interest by asking him out. The next move is his.
Be as friendly as you can. Talk about common interests, maybe ask him along on a "group" outing ... there are different things you can try.
I will say that if he is your superior at work, then he may never go out with you. It may be against company policy or something.

Ask him out again but let him know that it will be just a friendly thing. Then start going out to places more and more but take it slowly and then see how it goes. If he still rejects your offer then leave him to come out of his 'zone' on his own.

if he likes you, which we are all assuming he does, maybe, he just cant think of what to say and he doesn't want to sound like a dweeb talking to you. just be friendly, or txt each other or email. im. SOMETHING! if you get talking and he gets comfy with you and doesn't blush every 2 seconds, he'll come around. hopefully, for your sake, sooner rather than later.
