No. Osama bin Laden was being a nuisance long before the Taliban took over Afghanistan; he had been hanging out in Somalia and making trouble there.

I think the main problem has been inaction followed by over-reaction. If you leave a pot boil over, that's no excuse to explode the stove.
A look at Osama's family history shows he rebelled against his father for liking America but still expecting his son to respect family traditions.
He is a cultist who doesn't need an excuse except the need for power over other people. He damages his own people as well as others.
