It shouldn't be too much of a problem to keep your cats indoors. First positive thing in your case is that you have two cats - that's very good cause cats are social creatures. What might also help is to get them some toys (for the most cat-trees and scratchers) to keep them playful and active. If you have to leave the cats alone for a longer period, its also recommendable to "install" mirrors around. This will "expand" their community even more! I live on 10th floor, so i take my cat out on the leash every day. At first you might have troubles to make them walk around on the leash, but with patience it will work out just fine. For indoor cats its also very important that you plant some grass (you can find it in every pet-shop) and also, include "indoor cat food" into their diet (I recommend "Hill's Science plan). Also, indoor cats need a bit more attention. So, reserve some time every day just for them! Cats love chasing games, so run around your apartment with them, making them chase you! Good for them and for you! ;-)

Just keep your cats inside. It's dangerous to let cats outside anyway,

cars
dogs
other cats
some people kill cats for fun (i know this from experience)(i don't kill them by the way)
wild animals can eat them/ give them rabies especially since your fence is messed up

No, keep them inside. I have read several times it is actually healthier for them if you do because it keeps them safe from other animals and other things they could get in to. Just make sure they have access to open (screened) windows for fresh air, plenty of toys to keep them stimulated, catnip, and I even buy mine wheat grass from the produce dept. at my grocery store.

It not bad to let them not go outside. My cat got beatup by a stray cat and his leg was hurt badly. I never let him out now.

Cats that have never been outside do not miss it.
Even with a repaired fence your cats will not be safe.
