thermoelectrics are the only solid state (active) cooling i can think of

Look for thermoelectric cooler or Peltier cooler. They are real they work, not terribly efficient, but definitely a very interesting effect.

There is a chip that produces heat on one side and cold on another that is available I have no specs but search electronics
the only use i have seen for it so far is for ice coolers. Have fun.
Uses alot of current.
