Costco Wholesale or Wal-Mart owned Sam's Club. You need membership to get into both but it is worth it especially if you are buying large quantities of food and drink.

If you are planning to "make/prepare" the foods and need raw materials, Restaurant Depot is a great place to shop. You get a much better price than other wholesaler. But make sure you have a business permit to be eligible to shop there.

Sometimes there are programs through the state that help. Check with your local social services office to see if it is offered near you. Sam's Club has good prices on bulk items, as well.
