Are you the only one using this computer? Are you the Administrator? Do you have administrator's rights? Did it work before? Is this an office computer? More questions than answers I'm afraid. I could use more info to better help you.

its a virus which interferes with the administrator permissions its nothing else !!! you should just get rid of it by setting up another xp OS or you should find the anti virus for it !
