It depends on the situation, if it is a fairly new aquaintance, then what have you got to lose, I mean either he's interested or not, but if he is a friend, then you have to be careful how you approach it , you wouldn't wanna take the chance on perhaps ruining a great friendship if he doesn't feel the same way. So, kinda feel him out a little bit, see if you see any romantic hints coming from his end , if so I say go for it!

first of all do you want to confront or embrace? confrontation about expressing emotions doesn't really go well together... You can engage him and express your interest in him.. Everyone has the right to express them self, one should never be afraid to let someone else know how they feel Don't put off tomorrow what you wish to share today.... Tomorrow may NEVER come!
