Well this may gain me some enemies, but...
You have to ask yourself what the difference in the world would be for each one saved/lost. It's great to save old people, sure, but chances are your best friend and the girl/boy of your dreams have more time to do something positive with their lives.
But which to choose? The best thing to do would be to get out of the car and give it to your best friend and the girl. Sacrifice yourself to let them both get to safety. (And if you have time, you can even have a little Hollywood moment where you make your friend promise to take care of her.)

I would sent the person of my dreams with the 80 year old woman, because she is the one least likely to be able to survive the Hurricane. Then I would stay behind and brave it out with my best friend. In your question, there is not chance of survival, so I supposed my buddy and I will have to go down praying for the survival of all the others and offering up ourselves as a sacrifice for them.
